Case study · for EUROCONTROL
TOKAI and RAT
EUROCONTROL's toolkit for air traffic management (ATM) occurrence reporting, investigation and risk analysis. We built it as a web application around RAT, its risk analysis tool, and we develop and maintain it.
What it is
One system for the whole occurrence.
TOKAI holds the whole occurrence in one system: the air traffic services (ATS) notification, the occurrence, its risk analysis and the safety recommendations that follow. We built it as a web application, first called eTOKAI.
Who uses it
Who uses it
More than 80 users worldwide.
What we built
From notification to safety recommendation.
In 2011 we turned RAT from an Excel workbook into a web application, and we built the rest of the platform around it. From 2022 we rebuilt it as version 4, released in November 2025 and updated every few weeks since.
- ATS notifications, occurrences, risk analyses and safety recommendations
- A query builder
- PDF and Excel templates
- E5X export and direct submission to ECCAIRS
- Alerts with triggers and workflows
- A taxonomy editor
- Audit logs
- Record locking and linking
- Permissions per organisation and unit
Built as a layered Java service with an Angular web application, PostgreSQL and single sign-on.
What made it hard
Many states, one tool.
How it runs
Installed on site, updated remotely.
We install it at air navigation service providers' premises and ship updates remotely. Its users steer the roadmap with EUROCONTROL, through the change control board and the user group.
- 2011The RAT web application
- 2014–16Live at DFS, Austro Control and NAVIAIR
- 2022We start rebuilding it as version 4
- Nov 2025We release version 4
TokAI
An assistant we are building to turn an occurrence narrative, typed or spoken, into structured taxonomy fields, and to fill in the flight data automatically.
Two aircraft converge at FL370 and separation falls below the minimum. The controller's safety net (STCA) alerts, and the controller resolves it on the working position.
Structured fields- Event
- Separation minima infringement
- Level
- FL370
- Safety net
- STCA
- Flight data

In their words
From the people who use it.
The local installation at MUAC went very smooth, and consecutive software updates are performed remotely and very quickly.
The support from JLG is very competent and quick. It’s the best support from any IT company I have worked with.
The support of the JLG team all along this process has been extraordinary, making all steps smooth and easy and answering all our doubts and requests in a very thorough and professional way.
In our interactions with JLG, we have found the team to be committed, talented and professional, providing workable solutions in a challenging environment.
The JLG Team brought us – the ANSPs around the globe – from “stone-age” to the digital, data driven and modern technology.
With the distinguished excellent support of the TOKAI developer JLG and EUROCONTROL, required improvement-solutions are provided and software-based problems are always resolved.
